I'm not sure if this has already been suggested, sorry if it has. I personally create a "click list" of different people's adoptables that I click (anyone can message me to have their pets added to my list, but mostly it's random people that I visit).
But you could make a page where you can load random adoptables that you have not yet clicked on, and give some love to other people's little ones.

I feel most comfortable with just plain PHP. However, when I first started learning to program, I used a website known as AvidGamers (Has been gone for years), moved to AG2 (also gone for years), then moved to AcornRack (also, gone for several years lol). So when I first started learning, I used those as a basis. Nowadays I feel most confident with my own PHP.

Personally, I believe that pets should eventually retire. Death or not. If they have no way to leave the dB it will very quickly become clogged with data that people are literally just hoarding for no reason at all. Legacies can live on through generations if you games allow breeding (which I have yet to find one that doesn't lol)
